Introduction


On November 19, 1993, the National Telecommunications and Information Administration (NTIA), an agency of the U.S. Department of Commerce, and The Annenberg Washington Program in Communications Policy Studies of Northwestern University co-sponsored a planning conference for local, state, and federal communications policymakers. Larry Irving, Assistant Secretary of Commerce for Communications and Information, and Dale N. Hatfield, Senior Fellow of The Annenberg Washington Program, convened the conference.

Mr. Hatfield began the conference by commending the new Administration for highlighting the importance of communications and information policy issues through its vision of the National Information Infrastructure (NII). He observed that, in his opinion, there is no more important factor in achieving this vision than federal, state, and local cooperation.
