CLOSING REMARKS

Mr. Galvin suggested two polar positions: one could envision a world where everything is fair use in a networked environment, or a world in which nothing is fair use and every use must be separately paid for. Neither world is acceptable and a balance between access and proprietary rights must be found. In closing he emphasized that the differences between the interests of publishers and universities must be bridged if digital library systems are to achieve their goals. Second, he stated that a social consensus must be reached on acceptable and unacceptable behavior in the electronic publishing environment. Mr. Galvin hoped that this colloquium would be a contributing factor in reaching this consensus.
