CONCLUSION

Our current tendency to look at the future information infrastructure beyond the next decade is understandable in view of the great promise of that infrastructure for U.S. competitiveness and the quality of life in the next century. Inevitably, developments in technology and the market will eventually overwhelm our present imperfect policy and require new ones. Sitting back and awaiting these developments, would, however, be a serious error. We need to act now to benefit the nation in the near future. Failure to do so will constitute a squandered opportunity. It is hoped that the next Congress will focus on the reform of Title III and other relevant policy issues involving the principal electronic media.
